NEW EDITION FROM THE SERIES "THEORY AND PRACTICE OF ORD"
A new edition of the All-Ukrainian Association of Scientists and Specialists in the Field of Operational and Investigative Activities has been published:
Fundamentals of Operational and Investigative Activities: Terminological Dictionary / Compiled by S.V. Albul. – Odesa: Astroprint, 2017. – 132 p. (Series: Theory and Practice of ORD).
The terminological dictionary is intended to assist cadets, students and trainees of educational institutions of the Ministry of Internal Affairs of Ukraine during preparation for classes and final control in the academic discipline “Fundamentals of Operational and Investigative Activities”. The materials of the dictionary do not contain information that constitutes a state secret.
The dictionary will be useful for employees of practical units of the National Police of Ukraine, as well as teachers of educational institutions that provide training, retraining and advanced training of employees of the National Police of Ukraine.
THE INFLUENCE OF THE INTERNET ON THE PSYCHE OF CHILDREN AND YOUTH – A CHALLENGE OF TODAY
On March 27, 2017, with the participation of members of the All-Ukrainian Association of Scientists and Specialists in the Field of Operational and Detective Activities, a meeting of the All-Ukrainian Round Table “The Impact of the Internet on the Psyche of Children and Youth – a Challenge of Today” was held at the Odessa State University of Internal Affairs.
Scientists, postgraduate students, adjuncts, masters, practical workers of law enforcement and regulatory bodies, public figures, and employees of the education system who conduct scientific research in their field of work or are interested in the topic of the event were invited to participate.
The participants noted that the rapid development of information technologies has forced the modern generation of children and youth to face fundamentally new challenges that require immediate solutions, including: undesirable content in the form of pornography, scenes of violence and cruelty, as well as open, hidden and disguised suicidal hobbies, such as quest games "Blue Whale", "Silent House" and "Polar Bear".
Today, the information security of children and ensuring the harmonious development of the younger generation requires minimizing all negative factors associated with the use of Internet resources. A timely comprehensive response of the state and society to these threats will allow children to form adequate positive ideas about the world around them and people; responsibility for their lives, health and destiny; assimilation of a generally accepted system of values; satisfaction and development of the cognitive needs of children and youth.
During the round table discussion, the following topics were covered: "Internet resources as a means of distributing harmful content", "Psychological aspects of the influence of the Internet on the formation of suicidal manifestations in children and youth", "Victimological prevention of suicide in children and youth", "Legal problems of criminal liability for inducing suicide", "Interaction between public administration bodies and the public in forming the resilience of children and youth to the negative impact of harmful content".
Following the results of the round table, a collection of abstracts was published, which highlights the results of research and proposals of the participants of this event.
PARTICIPATION OF ASSOCIATION MEMBERS IN THE INTERNATIONAL SCIENTIFIC AND PRACTICAL CONFERENCE
Members of the All-Ukrainian Association of Scientists and Specialists in the Field of Operational and Investigative Activities participated in the VI International Scientific and Practical Conference "Formation of a Professional Personality: Prospects and Development", which was held on March 4, 2017 at the Odessa State University of Internal Affairs.
During the scientific event, issues were discussed in such areas as: "Psychological and pedagogical principles of the formation of a professional personality", "Sociocultural aspects of the formation of a professional personality in the conditions of globalization", "Organizational and legal principles of training future specialists of a socio-economic profile", "Information and computer technologies in the professional development of specialists in higher education", "Pedagogical principles of career guidance work with students".
Deputy Chairman of the All-Ukrainian Association of Scientists and Specialists in the Field of Operational and Detective Activities, Candidate of Law, Associate Professor, Police Colonel Serhiy Albul noted that the relevance of the problems discussed is beyond doubt, since one of the important priorities of Ukraine as a modern European state is the desire for a pan-European and global space.
During the conference, scientific reports were presented on such topics as: “Socio-psychological influences, globalization processes and the development of a professional’s personality”, “Mediative competence of a lawyer in resolving legal conflicts in criminal proceedings”, “Autopsychological competence as part of the personal and professional development of an educational institution manager”, “Methodological problems of professional training of future specialists in the higher education system”, “Development of professional potential of employees of operational units of the Ministry of Internal Affairs”, “Technologization of pedagogical activity”, “Features of maladaptation of medical students”, “The procedure for familiarizing associate professors with the components of professional activity in the field of methodological culture”, “Views of scientists on the problem of multicultural education”, “Professional culture of an educational manager: a conceptual aspect”.
Based on the materials of the VI International Scientific and Practical Conference "Formation of a Professional Personality: Prospects and Development", a collection of abstracts was published, which highlights the results of scientific research by the participants of this event.
PARTICIPATION OF ASSOCIATION MEMBERS IN SCIENTIFIC EVENTS
On March 17, the II All-Ukrainian Scientific and Practical Conference “Organizational, Management, Economic, Psychological and Pedagogical Aspects of Ensuring the Activities of the Unified State Civil Protection System (USCS)” was held at the Chernobyl Heroes CHIPB of the National Center for Civil Protection of Ukraine.
The conference was attended by scientists from the National University of Civil Defense of Ukraine, Lviv State University of Life Safety, National Academy of Internal Affairs of Ukraine, Odessa State University of Internal Affairs, Bohdan Khmelnytskyi Cherkasy National University, Cherkasy State Technological University, European University, Cherkasy Medical Academy and other educational institutions. In total, more than 150 participants took part in the scientific and practical conference.
A member of the All-Ukrainian Association of Scientists and Specialists in the Field of Operational and Detective Activities, Candidate of Law, Associate Professor, Police Lieutenant Colonel Kornienko Maksym represented the Odessa State University of Internal Affairs at the II All-Ukrainian Scientific and Practical Conference of Cadets, Students, Adjuncts and Applicants and was included in the members of the conference program committee.
During the scientific and practical conference, four sections worked: Regulatory and legal regulation of the Unified State Civil Protection System; Organizational and managerial aspects of ensuring the activities of the Unified State Civil Protection System; Organization of financial and material and technical support of the Unified State Civil Protection System; Psychological, pedagogical and medical aspects of ensuring the activities of the Unified State Civil Protection System.
Following the results of the plenary and sectional meetings of the conference, the participants developed and approved a resolution, the key provisions of which outline ways to improve the activities of the Unified State Civil Protection System.
INTERNATIONAL SCIENTIFIC AND PRACTICAL CONFERENCE ON PROBLEM ISSUES OF OPERATIONAL AND SEARCH ACTIVITIES
On April 28, 2017, with the support of the All-Ukrainian Association of Scientists and Specialists in the Field of Operational and Investigative Activities, the Odessa State University of Internal Affairs will host the International Scientific and Practical Internet Conference “Current Problems of Operational and Investigative Counteraction to Organized Crime”. Scientists, associate professors, graduate students, applicants and practicing lawyers are invited to participate in the conference.
The purpose of the conference is to study the problems of operational and investigative counteraction to organized crime and ways to overcome them in modern conditions.
Working languages of the conference: Ukrainian, Russian, English
Areas of work of the conference:
Problems of the theory of operational and investigative activities of the National Police of Ukraine.
Areas of operational and investigative counteraction to organized crime.
Current problems of training of employees of operational units of the National Police.
To participate in the conference, please register by April 14, 2017. send to the organizing committee: application for participation in the conference (see appendix for content); abstracts of the report; review (for persons who do not have a scientific degree).The organizing committee of the conference accepts scientific reports of up to 5 pages of text in A-4 format, margins 2 cm, Times New Roman font No. 14, line spacing 1.5. The work must concern a current theoretical problem or practical issues and be related to the topic of the conference. The title of the report - in capital letters in the middle of the line; below, 1 space to the right - the name, patronymic, surname of the author, academic degree, academic title, position, place of work and information about the scientific supervisor (for persons who do not have a scientific degree); then, 1 space - the text. The list of sources used (without repetitions) is drawn up at the end of the text under the heading "Literature". In the text, the reference is indicated in square brackets with the serial number of the source in the list, followed by a comma - the page number.
The author is obliged to check all quotes with the original sources, the editorial board does not check the factual material, only grammatical and punctuation errors are edited. The list of references is given in alphabetical order.
Abstracts of reports must be submitted in printed form and in electronic form with a file named after the author's surname in the format *.doc, *. docx.

Within the framework of the "Police Exchange Program" of the European Police College (CEPOL), a visit was made by a member of the Association of Scientists and Specialists in the Field of Operational and Investigative Activities, Head of the Department of Criminology, Forensic Medicine and Psychiatry of the Odessa State University of Internal Affairs, Candidate of Law, Associate Professor of Police Major Oleksandr Zayts to the Academy of the Ministry of Internal Affairs of Sofia (Republic of Bulgaria). During the visit, special attention was paid to the practical component of the training of cadets at the Academy of the Ministry of Internal Affairs of Sofia and the Practical Training Center of Pazardzhik, as well as familiarization with the principles of organizing work and improving the professional skills of employees of practical units from district police departments in the cities of Sofia, Plovdiv, Pazardzhik to the Police Department of the Republic of Bulgaria.
Thus, during the visit, they were acquainted with:
- the history, structure and activities of the Academy of the Ministry of Internal Affairs, the procedure for selecting, training and supporting employees during their tenure;
- the educational and material base of educational institutions for training police officers;
- methodological support of the educational process;
-organization of life and service of cadets;
- organization of the work of practical units: Research Institute of Forensics and Criminology, Sofia Department of Internal Affairs, Institute of Psychological Monitoring;
-features of the organization of the work of investigative and operational groups;
- the specifics of conducting polygraph examinations. It should be noted that only through fruitful international cooperation between law enforcement agencies and the establishment of a system of informing all parties about problems related to departmental education, personnel work, methods and tactics of investigating certain types of crimes, features of operational and investigative activities, etc., is it possible to guarantee citizens protection from illegal actions, peace and harmony in our country.

A MODERN GUIDE TO THE BASICS OF CRIMINAL ANALYSIS
Members of the Association of Scientists and Specialists in the Field of Operational and Investigative Activities have prepared a new printed edition:
Fundamentals of Criminal Analysis: A Manual with Training Elements / Korystin O.E., Albul S.V., Kholostenko A.V., Zayets O.M., Ismailov K.Yu., Teteryatnik G.K., Gorbanyov I.M. – Odesa: ODUVS, 2016. – 112 p.
The manual examines issues related to determining the components of the criminal analysis process. Clarifications are provided regarding the construction of associative matrices and variational schemes. The process of forming and evaluating conclusions (logical, deductive and inductive matrices) is disclosed. The specifics of oral briefings and written reports are determined. Algorithms for compiling schemes of events, actions and analysis of telephone numbers are outlined.
The authors of the manual are scientific and pedagogical workers of the Odessa State University of Internal Affairs - members of the Association of Scientists and Specialists in the Field of Operational and Investigative Activities, who have undergone appropriate training in criminal analysis and received international certificates.
The manual is designed to provide analysts and law enforcement officers who carry out operational developments and investigations of criminal offenses with the skills necessary to analyze large volumes of information from various sources and form a high-quality criminal analysis report.
