Mykola Balabekovych is one of the most experienced teachers-practitioners, having worked in the internal affairs bodies from 1973 to 2005 and having considerable practical experience in criminal investigation units.
The well-known scientist has been successfully working at the Odessa State University of Internal Affairs since 1986, where he conducts active scientific and pedagogical work, reviews and opposes scientific works, and supervises the training of candidates and doctors of sciences.
For many years of fruitful work, high professionalism, and significant personal contribution to the development of science, Mykola Balabekovych has been awarded many awards of the Ministry of Internal Affairs of Ukraine.
Therefore, sincerely congratulating the highly respected professor on his anniversary, we wish him health, happiness, longevity in life and creativity, the fulfillment of all dreams, and further success in his work!

The Board of the Association of Scientists and Specialists in the Field of Operational and Detective Activities sincerely congratulates the well-known scientist in Ukraine and abroad - Doctor of Law, Professor, retired Major General of the Police Vodko Mykola Petrovych on his anniversary - his 80th birthday!
Mykola Petrovich is a well-known scientist and practitioner in Ukraine and the world, as he has significant experience of practical work in leadership positions in operational units, and until 1991 he headed the Main Criminal Investigation Department of the USSR.
During his scientific and pedagogical work, more than 200 of his scientific works have been published, including “Why did they look for Chikatilo for so long?”, “Operational and investigative activities of the internal affairs bodies of Ukraine”, “Organization of comprehensive measures to combat recidivism”, “Legal and organizational foundations of operational and investigative activities to combat organized crime”, “Formation of a policy for combating criminal offenses in Ukraine (operational and investigative aspect)”, etc.
Since 2007, the well-known scientist has been successfully working at the Odessa State University of Internal Affairs, where he conducts active scientific and pedagogical work, reviews and opposes scientific works, and supervises the training of candidates and doctors of sciences. So, being a graduate of the Odessa Special Police Secondary School in 1956, he still does not leave the walls of his native alma mater.
Mykola Petrovych has been awarded many state awards, has been awarded a personal weapon, a Certificate of Honor of the Verkhovna Rada of Ukraine, is a participant in the liquidation of the consequences of the Chernobyl disaster and a participant in hostilities, has the title of "Honored Employee of the Ministry of Internal Affairs", Honorary Professor of the Odessa State University of Internal Affairs, a member of the All-Ukrainian Association of Scientists and Specialists in the Field of Operational and Investigative Activities.
So, sincerely congratulating the highly respected professor on his anniversary, we wish him health, happiness, longevity in life and creativity, the fulfillment of all dreams and further success in his work!
A NEW TERMINOLOGICAL DICTIONARY FOR OPERATIONAL AND SEARCH ACTIVITIES HAS BEEN PREPARED
The printed series of the Association of Scientists and Specialists in the Field of Operational and Investigative Activities “Theory and Practice of ORD” has been supplemented with a new edition:
Albul S.V. Operational and Investigative Activities: Terminological Dictionary / Compiled by S.V. Albul. – Odesa: ODUVS, 2016. – 196 p.
Training of employees of operational units of the National Police is one of the main tasks of higher educational institutions with specific conditions of study of the Ministry of Internal Affairs of Ukraine. For graduates of educational institutions of the Ministry of Internal Affairs of Ukraine that train police officers, the academic discipline "Operational and investigative activities" is one of the professional disciplines on which the practical activities of future employees of operational units of the National Police of Ukraine are actually based. Therefore, the main goal in developing the terminological dictionary was to reflect the main terms and definitions of operational and investigative activities in a form accessible to the reader.
The terminological dictionary is intended to assist cadets and students of educational institutions with specific conditions of study of the Ministry of Internal Affairs of Ukraine during preparation for classes and final control in the academic discipline "Operational and investigative activities". In addition, the materials of the terminological dictionary can be used to deepen knowledge in the academic disciplines "Secrecy Regime", "Operational and Investigative Tactics", "Operational and Investigative Documentation", "Criminal Analysis (Criminal Intelligence)", "Covered Investigative (Investigative) Actions". The dictionary contains 900 terms.
The dictionary will also be useful for employees of practical units of the National Police of Ukraine, as well as teachers of educational institutions that provide training, retraining and advanced training for employees of the National Police of Ukraine.
PARTICIPATION OF ASSOCIATION MEMBERS IN THE INTERNATIONAL TRAINING SEMINAR ON COMBATING FRAUD AND ECONOMIC CRIMES IN THE STATE
On September 12-13, 2016, a two-day international training seminar on the problems of European experience in the functioning of an effective system for protecting the financial interests of the state from fraud and economic crimes was held at the President Hotel in Kyiv, in which representatives of the Odessa State University of Internal Affairs participated.
The event was organized by the European Commission together with the Department of Economic Protection of the National Police of Ukraine and the National Academy of Internal Affairs using the TAIEX international technical assistance instrument.
The Association of Scientists and Specialists in the Field of Operational and Investigative Activities was represented by Doctor of Law, Professor Oleksandr Yevgeniyovych Korystin, Candidate of Law, Associate Professor Artem Oleksiyovych Shelekhov, and Candidate of Law, Associate Professor Maksym Viktorovych Korniyenko. The seminar participants included both domestic and international experts.
The seminar discussed issues related to: practical experience of cooperation between EU financial intelligence services in combating money laundering and organized economic crime, technical support of EUROPOL during investigations of transnational economic crimes, international cooperation of law enforcement agencies in investigating economic crimes and the role of EUROJUST, as well as experience in conducting cross-border investigations of crimes in the budgetary sphere.
Along with this, reports on the following topics were presented to the attendees: "Proposals for increasing the effectiveness of the fight against fraud by the criminal police units of Ukraine", "Criminal analysis in combating economic crimes", "Problems of returning funds acquired through criminal means to Ukraine", "Use of IT technologies provided by UNODC and the practice of applying IT technologies by financial intelligence", "Cooperation between the EU and Ukraine in combating serious economic crimes: specific steps to increase efficiency".
REPRESENTATIVES OF THE ASSOCIATION PARTICIPATED IN THE WORKING MEETING OF THE MINISTRY OF INTERNAL AFFAIRS OF UKRAINE
On September 15, 2016, a working meeting of the Ministry of Internal Affairs of Ukraine was held at the National Academy of Internal Affairs (Kyiv) with the participation of representatives of the National Police of Ukraine, higher educational institutions with specific training conditions. The meeting was attended by the Deputy Chairman of the Association of Scientists and Specialists in the Field of Operational and Investigative Activities, Candidate of Law, Associate Professor Albul Serhiy Volodymyrovych.
The agenda included the formation of training curricula, the content of educational disciplines in the specialization of police training; the elaboration and settlement of problematic issues of interaction between higher educational institutions with specific training conditions that train police officers with the National Police of Ukraine.
It was noted that in the conditions of ensuring the implementation of the norms of the Law of Ukraine “On the National Police”, insufficient regulation by departmental regulations and the lack of regulation of certain procedural issues related to training, internship, service during training, distribution, financing, material support, etc. of police officers in higher educational institutions with specific training conditions that train them, there is an urgent need to settle these issues.
In order to work out these problems, working groups were created, which also included representatives of our Association.
The Second All-Ukrainian Congress of State-Owned Higher Educational Institutions was held
On September 9, 2016, the Second All-Ukrainian Congress of State-Owned Higher Educational Institutions took place at the Kyiv National University of Trade and Economics (Kyiv, 19 Kyoto St., Congress Center). The congress was attended by 391 delegates from 232 state-owned higher educational institutions of Ukraine.
The Association of Scientists and Specialists in the Field of Operational and Detective Activities was represented by employees of the Odessa State University of Internal Affairs: Doctor of Law, Associate Professor Andriy Mykolayovych Babenko, Doctor of Law, Senior Researcher Ruslan Vladyslavovych Tarasenko.
The Congress was marked by the election of two members to the National Agency for Quality Assurance in Higher Education, one of the governing bodies in the field of higher education, the creation of which is provided for by the Law of Ukraine “On Higher Education” of July 1, 2014. The Agency is a permanent collegial body authorized to implement state policy in the field of quality assurance in higher education. It is expected that the Agency will take over certain regulatory and supervisory functions of the Ministry of Education and Science of Ukraine; it will replace the Higher Attestation Commission (HAC) and the State Accreditation Commission (SAC).
At the beginning of the Congress, delegates elected working bodies (Secretariat, Mandate and Counting Commissions) by open vote, heard speeches in the discussion of agenda items and speeches by candidates for members of the National Agency for Quality Assurance in Higher Education. After discussing the programs of activity in the National Agency for each candidate, the delegates proceeded to vote.
According to the results of a secret ballot, among 11 candidates for the National Agency for Quality Assurance in Higher Education, the following were elected:
— Ruslan Vasylovich Hurak – 220 votes;
— Serhiy Mykolayovich Bondarchuk – 183 votes.

In accordance with the Decree of the President of Ukraine dated August 22, 2016 No. 338/2016 “On Honoring with State Awards of Ukraine on the Occasion of the 25th Anniversary of Ukraine’s Independence”, for a significant personal contribution to state building, socio-economic, scientific-technical, cultural and educational development of Ukraine, significant labor achievements and high professionalism, the member of the Board of the Association of Scientists and Specialists in the Field of Operational and Investigative Activities, Head of the Department of Operational and Investigative Activities of the Kharkiv National University of Internal Affairs, Doctor of Law, Professor SHENDRIK Vladyslav Volodymyrovych was awarded the Honorary Title “Honored Lawyer of Ukraine”.

TRAINING OF THE EUROPEAN UNION ADVISORY MISSION ON CIVIL SECURITY SECTOR REFORM IN UKRAINE HELD
From 25.07.2016 to 05.08.2016, the European Union Advisory Mission on Civil Security Sector Reform in Ukraine conducted a training on the topic: "Community Policing" in the city of Odesa, which was attended by representatives of the Department of Preventive Activities of the Main Police Department in the Odessa region, representatives of the Patrol Police Department in the city of Odessa and representatives of educational institutions. The Association of Scientists and Specialists in the Field of Operational and Investigative Activities was represented by Maksym Viktorovych Kornienko, Candidate of Law, Associate Professor.
During the training, the issues of police-public interaction in Ukraine, the use of citizen advisory groups in police activities, problem solving and decision-making by police officers, meeting management were discussed, the importance of the SWOT and PESTEL concepts in police activities, team formation and group decision-making by police officers, self-motivation and planning of police activities, their effective communication with the population, decency and ethical behavior of a police officer were studied.
The training provided for raising awareness of the above issues, and special attention was paid to determining the procedure for police-public interaction in Ukraine, discussing the tasks of police-public interaction and discussing the necessary changes to implement the concept of police-public interaction in the practical activities of each police officer.
Upon completion of the training, Maksym Kornienko received two certificates of the established sample regarding the fact that he participated in the training "Police Work with the Public" (Community Policing) and can teach the issues of "Police Work with the Public" (Community Policing).
A new scientific periodical has been founded
The first issue of the scientific journal "Legal Bulletin" has been published, published by the Odessa State University of Internal Affairs together with the Main Territorial Department of Justice in the Kherson region.
The editorial board of the journal includes 13 doctors and 9 candidates of sciences. Among the members of the editorial board is the Chairman of our Association, Doctor of Law, Professor Oleksandr Yevgeniyovych Korystin.
The authors of the first issue were practicing lawyers, as well as scientists from the Odessa State University of Internal Affairs and other educational institutions of Ukraine.
The collection presents scientific works devoted to topical issues of the theory of state and law, civil law, criminal law and criminology, administrative law and administrative activity, criminal procedure, forensics, operational and investigative activities, legal psychology and education.
The publication may be useful to scientists, teachers and students of higher education institutions of the legal profile, adjuncts (postgraduate students), law enforcement officers, and anyone interested in legal sciences.
