1. GENERAL PROVISIONS

1.1. The public organization All-Ukrainian Association of Scientists and Specialists in the Field of Operational and Investigative Activities was established by the decision of the constituent assembly of founders (participants) in accordance with the Constitution of Ukraine, the Law of Ukraine On Public Associations and legislative acts adopted in accordance with it.

1.2. The public organization All-Ukrainian Association of Scientists and Specialists in the Field of Operational and Investigative Activities is a voluntary public association based on individual membership, created on the basis of unity of interests for the joint implementation of the purpose of the organization's activities, defined by this charter. The public organization All-Ukrainian Association of Scientists and Specialists in the Field of Operational and Investigative Activities is a non-profit organization.

1.3. The public organization was created and operates on the basis of voluntariness, equality of its members, self-government, legality and transparency. The public organization is called upon to ensure consolidation, understanding and cooperation in order to promote the development of knowledge in the field of operational and investigative activities, the use of scientific achievements in the process of carrying out operational and investigative activities by units defined in Article 5 of the Law of Ukraine “On Operational and Investigative Activities” and the protection of the rights, freedoms and interests of citizens.

1.4. The public organization is established for an indefinite period.

1.5. The full name of the public association: in Ukrainian – PUBLIC ORGANIZATION «ALL-UKRAINIAN ASSOCIATION OF SCIENTISTS AND SPECIALISTS IN THE FIELD OF OPERATIVE-SEARCH ACTIVITY»; in Russian – ОБШЧЕСТВЕННАЯ ОРГАНИЗАЦИЯ «ВСЕУКРАЙНСКАЯ АССОЦИАЦИЯ УЧЕНЫХ И СПЕРЕНЫХ И СПЕНЫЛИСТИАЦИЯ В СФЕРЕ ОПЕРАТИВНО-РОЗЫСКНОЙ ДЭЯТЕЛНОСТИЯ»; in English – PUBLIC ORGANIZATION «ALLUKRAINIAN ASSOCIATION OF SCIENTISTS AND SPECIALISTS IN THE FIELD OF OPERATIVE-SEARCH ACTIVITY».

1.6. The activities of the Association are of a public nature, which does not contradict its interaction with state authorities, close contact with other public organizations, movements, foundations and individual citizens, is carried out in accordance with the Constitution of Ukraine, international legal acts ratified by the Verkhovna Rada of Ukraine, the Law of Ukraine On Public Associations, other acts of legislation and this Charter.

1.7. The Association carries out its activities throughout the territory of Ukraine.

1.8. The Association acquires the status of a legal entity from the moment of state registration. The Association may acquire and exercise personal non-property and property rights on its own behalf, perform obligations, be a plaintiff and defendant in courts, conclude contracts or other transactions on its own behalf.

1.9. The Association has a round seal, stamps, forms with its name, its own symbols, samples of which are approved by the board and registered in the manner prescribed by law, an independent balance sheet, a settlement account, current, currency and other accounts in banks of Ukraine and other features defined for legal entities by current legislation.

1.10. The Association's activities are based on the principles of the rule of law, legality, independence, equality of members, voluntariness, publicity, democracy, self-government, openness, economic independence.

1.11. The Association interacts with state bodies, scientific institutions, educational institutions, other public organizations, including international ones, and individual citizens.

1.12. Interference by state authorities and their representatives in the activities of the Association, as well as interference by the Association in the activities of state authorities, is not allowed, except in cases provided for by law.

1.13. The state is not responsible for the obligations of the Association, and the Association is not responsible for the obligations of the state. Members of the Association are not responsible for the obligations of the Association, and the Association is not responsible for the obligations of its members.

1.14. In order to implement the statutory purpose and areas of activity, the Association has the right to create separate divisions in the territory of the Association's activities; to create and be a member of other non-profit organizations, to unite in unions formed on a voluntary basis and contributing to the fulfillment of the statutory tasks of the Association; to conclude agreements on cooperation and mutual assistance.
