MEMBERS OF THE ASSOCIATION JOINED THE WORKING GROUP OF THE MINISTRY OF INTERNAL AFFAIRS OF UKRAINE
Professional training of employees of the National Police of Ukraine requires high-quality scientific research. At present, in accordance with the Order of the Head of the National Police of Ukraine, a working group has been created to develop educational and methodological support for the discipline "Operational and investigative activities" for the State Standard of professional and technical training for the profession of "policeman".
The working group also includes members of the Association of Scientists and Specialists in the Field of Operational and Investigative Activities:
— Professor of the Department of Operational and Investigative Activities of the National Academy of Internal Affairs, Candidate of Law, Senior Researcher Kozachenko Oleksandr Ivanovych;
— Professor of the Department of Operational and Investigative Activities of the Kharkiv National University of Internal Affairs, Candidate of Law, Senior Researcher Stashchak Mykola Volodymyrovych;
— First Vice-Rector of the Odessa State University of Internal Affairs, Candidate of Law, Associate Professor Albul Serhiy Volodymyrovych;
— Head of the Department of Operational and Investigative Activities of the Odessa State University of Internal Affairs, Candidate of Law, Associate Professor Andrusenko Serhiy Volodymyrovych.
On June 14, a working group meeting was held at the Ministry of Internal Affairs of Ukraine, at which issues of the variable part of the curriculum for training criminal investigation officers and the thematic plan of the academic discipline “Operational and Investigative Activities” were discussed.
IMPROVEMENT OF QUALIFICATIONS OF ASSOCIATION REPRESENTATIVES
From June 6 to 13, 2016, advanced training courses were held at the State Educational Institution of Postgraduate Education "Educational and Methodological Center for Retraining and Advanced Training of Financial Monitoring Specialists in the Field of Combating the Legalization (Laundering) of Proceeds of Crime and Financing of Terrorism" of the State Financial Monitoring Service of Ukraine (Kyiv), in which representatives of the Association participated.
Thus, the educational program for advanced training of specialists of law enforcement, intelligence agencies and the judicial system of Ukraine provided for the development of the course "Fighting the legalization (laundering) of proceeds from crime, financing of terrorism and financing of the proliferation of weapons of mass destruction."
The association was represented by Candidate of Law, Associate Professor Artem Shelekhov and Candidate of Law, Associate Professor Maksym Kornienko.
The training provided for raising awareness of international cooperation in the field of preventing and combating the legalization (laundering) of proceeds from crime, the financing of terrorism and the financing of the proliferation of weapons of mass destruction, as well as regulatory and legal regulation in this area, the organization of financial monitoring, etc.
Upon completion of the course, Artem Shelekhov and Maksym Kornienko, having passed the final exam with an "excellent" score, received a certificate of advanced training of the appropriate sample.
NEW MONOGRAPH ON PROBLEM ISSUES OF OPERATIONAL AND INVESTIGATIVE ACTIONS AGAINST APARTMENT THEFT
Members of the Association prepared and published a monograph:
Operational and investigative counteraction to apartment thefts / V.V. Shendryk, I.A. Grabaziy, O.O. Derevyagin, V.V. Sokurenko, I.O. Krepakov. – Kharkiv: KhNUVS, 2015. – 228 p. — Series “Theory and Practice of ORD”.
The monograph is devoted to a complex of theoretical developments and practical recommendations on the features of operational and investigative counteraction to apartment thefts. The work considers specific and problematic issues that arise during the counteraction to apartment thefts, and offers relevant recommendations that will contribute to more effective implementation of operational and investigative activities to combat apartment thefts.
The theoretical conclusions, practical recommendations and other research results formulated in the monograph are based on the works of domestic and foreign scientists in the field of operational and investigative activities, service and combat activities of law enforcement forces, legal psychology, forensics, criminology, criminal procedure and criminal law.
It will be useful for cadets and teachers of law universities, as well as for practical workers of law enforcement agencies.
PARTICIPATION IN THE INTERNATIONAL SCIENTIFIC AND PRACTICAL SEMINAR
On June 1-2, 2016, members of the Association took part in a joint international scientific and practical seminar on the topic "Cooperation in the field of financial monitoring and anti-corruption activities: international and national aspects", which was held in Odessa.
The organizers of the scientific event were the Organization for Security and Co-operation in Europe (OSCE), the German Society for International Cooperation (GIZ) GmbH, the State Financial Monitoring Service of Ukraine, and the Training and Methodological Center of the State Financial Monitoring Service of Ukraine.
The seminar was attended by leading international experts, including: MONEYVAL President Daniel Telesklaf, Head of the International Cooperation Department of the Financial Intelligence Unit of the Republic of Poland Elżbieta Franków-Jaskiewicz, Head of the Financial Intelligence Unit of the Republic of Poland Wiesław Jasinski, as well as Igoris Krzyczkowski and John Baker.
The All-Ukrainian Association of Scientists and Specialists in the Field of Operational and Detective Activities was represented by Candidate of Law, Associate Professor Serhiy Albul; Candidate of Law, Associate Professor Artem Shelekhov; Candidate of Law, Associate Professor Maksym Kornienko; Candidate of Law, Associate Professor Ruslan Mukoida.
The seminar discussed issues related to combating money laundering and corruption of political figures; laundering of proceeds from corruption; the role of financial intelligence units in the fight against corruption, cooperation between national institutions of the financial monitoring system, the relationship between anti-corruption and anti-legalization legislation, interaction between financial intelligence units and anti-corruption units in the field of ensuring the security of public funds in EU countries, and other relevant issues.
The seminar ended with a summary and the presentation of international certificates to the participants of the event.
PREVENTION OF CORRUPTION IN UKRAINE: THEORY AND PRACTICE
With the assistance of the Association, the All-Ukrainian Scientific and Practical Internet Conference “Prevention of Corruption in Ukraine” was held at the Odessa State University of Internal Affairs.
The Deputy Chairman of the Organizing Committee of the Conference was the Deputy Chairman of the Association, Candidate of Law, Associate Professor Albul S.V.
More than 65 reports were received for participation in the conference by leading scientists, as well as law enforcement officers, cadets and students representing various higher educational institutions of Ukraine, such as: the National Academy of Internal Affairs, the National Academy of the Prosecutor's Office of Ukraine, the National Academy of the Security Service of Ukraine, the Open International University of Human Development “Ukraine”, the National Academy of the State Border Guard Service of Ukraine named after B. Khmelnytsky, the Kharkiv National University of Internal Affairs, the Donetsk Law Institute, the Ivan Franko Lviv National University, the Odessa State University of Internal Affairs, etc.
The work of the conference was organized in the following areas:
— administrative and legal support for the prevention of corruption;
— liability for corruption or corruption-related offenses.
This year's conference was opened to clarify and discuss current topics on the prevention and counteraction of corruption, both in Ukraine and abroad.
Members of the Association participated in the UNODS seminar with the participation of specialists from the USA and Switzerland and received UN trainer certificates
Members of the Association – Zayets Oleksandr Mykhailovych and Kholostenko Andriy Volodymyrovych took part in two-day seminars “Corporate Structures and Financial Instruments and Their Use for Money Laundering” and “Destruction of Financial Flows” with the participation of specialists from the USA and Switzerland.
Their goal is to familiarize Ukrainian specialists with the experience of law enforcement agencies of foreign countries in the field of combating the legalization of funds obtained through criminal means.
The meeting was opened by the Vice-Rector of the National Academy of Internal Affairs Serhiy Chernyavsky, who expressed gratitude to those present for their interest in the event, and also thanked the Head of the UNDOC Global Program Oleksiy Feshchenko and the program expert Kateryna Bugaets for their constant support and cooperation.
The topic of combating money laundering is a priority area for Ukraine. In our country, specialized structures are being created to counteract this phenomenon and regulatory legal acts are being adopted, but the problem remains incompletely studied.
The seminars were attended by employees of many higher educational institutions of the Ministry of Internal Affairs, the National Anti-Corruption Bureau of Ukraine, the National Police of Ukraine, the National Bank of Ukraine and the State Fiscal Service of Ukraine. Gaining international experience is no less important, which is why experts Mark van Til from the Swiss Confederation and Andriy Muntyan from the United States of America will be present during the seminars.
The head of the UNDOC program, Oleksiy Feshchenko, was also invited to speak, who spoke about the areas that will be explored during the seminar and the specialists who will lead and coordinate the process of exchange of experience.
It should be noted that such events are very important for effective practical solutions to pressing issues at the state level.
A SCIENTIFIC AND PRACTICAL SEMINAR WAS HELD WITH THE PARTICIPATION OF MEMBERS OF THE ASSOCIATION
The Odessa State University of Internal Affairs hosted a scientific and practical seminar “Current Issues in the Preparation and Publication of Scientific Papers in Publications Indexed by the International Scientometric Databases “Scopus” and “Web of Science”” at the Odessa State University of Internal Affairs with the participation of members of the Association.
Leading Ukrainian scientists and practicing lawyers, including representatives of the scientific and pedagogical staff of our university, adjuncts, postgraduate students and applicants, took part in the discussion of the seminar.
The main areas of work of the scientific and practical seminar are topical issues of preparing scientific papers in publications indexed by the international scientometric databases “Scopus” and “Web of Science”, as well as publishing scientific papers in publications indexed by the international scientometric databases “Scopus” and “Web of Science”.
The attendees were presented with scientific reports on such topics as: "Possibilities of publishing scientific articles in the field of law in publications included in the scientometric databases "Scopus" or "Web of Science", and the role of higher education institutions in this process", "Certain problems of indexing the results of scientific activity in international scientometric databases", "Integration of ONU periodicals into national and international resources: work experience", "Publication of scientific articles in international scientometric databases "Scopus" or "Web of Science" as a condition for obtaining an academic title", "Problems of publishing scientific works in journals indexed by international scientometric databases", etc.
It should be noted that for the effectiveness of scientific work, increasing importance is attached to the university's ranking with scientometric indicators. These indicators are one of the decisive criteria for obtaining international grants and performing joint scientific research. All this has made Scopus and Web of Science the most popular scientometric databases in Europe, which are currently used as a universal tool for conducting bibliographic research and assessing the level of citation of both individual authors and institutions as a whole.
A NEW MONOGRAPH WRITTEN BY MEMBERS OF THE ASSOCIATION HAS BEEN RELEASED
A new monograph has been published:
Theory and practice of operational-search counteraction to crimes in the field of water use: monograph /[O.I. Golysh, S.M. Bortnyk, M.V. Stashchak, V.V. Shendryk]; general scientific editor V.V. Shendryk. – Kharkiv: Panov, 2016. –172 p.
This monograph is one of the first in domestic operational-search science works, which developed modern theoretical-legal and organizational principles of operational-search counteraction to crimes in the field of water use. The work analyzes the state of scientific development of the topic of counteraction to crimes in the field of water use. Based on the analysis of empirical material and the views of scientists, an operational-search characteristic of crimes in the field of water use is provided with a generalization of the subject of crimes and methods of their commission. The directions for increasing the efficiency of the organization of operational service by criminal police units in the field of water use have been determined. Promising directions for improving the organization of internal and external interaction of operational criminal police units when combating crimes in the field of water use have been developed.
The monograph is intended for employees of criminal police units, scientific and pedagogical and pedagogical workers, and persons studying in higher educational institutions of a legal profile.

Today we celebrate Science Day. This is a holiday when scientific traditions and achievements of scientists are honored, which we are rightfully proud of and have high hopes for. The level of socio-economic development of Ukraine, its authority in the international arena are largely determined by its scientific potential, because it is scientists who face difficult but very interesting tasks, the solution of which largely determines Ukraine's place in the world community.
Today, despite the difficulties, science, thanks to the hard work of our scientists, has modern scientific schools and significant developments. It is known that the high professionalism of Ukrainian scientists is highly valued all over the world, and the authorities should make every effort to implement it.
