INTERNATIONAL SCIENTIFIC AND PRACTICAL CONFERENCE "PROCEDURAL ASPECTS OF PRE-TRIAL INVESTIGATION"

On April 7, 2017, with the participation of members of the All-Ukrainian Association of Scientists and Specialists in the Field of Operational and Investigative Activities, the International Scientific and Practical Conference "Procedural Aspects of Pre-Trial Investigation" was held at the Odessa State University of Internal Affairs, dedicated to the 15th anniversary of the Department of Criminal Procedure and the 95th anniversary of the Odessa State University of Internal Affairs.

The conference was personally attended by the First Deputy Head of the Mogilev Institute of the Ministry of Internal Affairs of the Republic of Belarus, Candidate of Law, Associate Professor Yuri Shkaplerov, Doctors of Sciences: Titko I.A., Pohoretsky M.A., Sergeeva D.B., Oderii O.V., Glovyuk I.V., Arkusha L.I., Sainchyn O.S., Lukashevych V.G., Yukhno O.O., Lysenko V.V. The event was attended by scientists and practitioners from different regions of Ukraine: Kyiv, Zaporizhzhia, Dnipropetrovsk, Kharkiv, Donetsk, Lviv, Volyn, Odessa regions.

The purpose of the conference is to discuss theoretical and practical problems of pre-trial investigation, to generalize scientific and practical experience with the aim of solving them. The relevance of the conference topic is beyond doubt, because the last five years - since the entry into force of the Criminal Procedure Code of Ukraine - can be called a period of continuous reform of both the system of criminal procedural legislation itself and the system of bodies carrying out criminal procedural activities.

The legislator's efforts to introduce European standards into the field of criminal justice, to improve democratic institutions, shifting the emphasis of the tasks and purpose of the criminal process to the person, his rights and legitimate interests are a positive basis for creating a qualitatively new, modern model of the criminal process. At the same time, such developments are faced with the realities of today: imperfection of the legislation, problems in ensuring the human potential of pre-trial investigation bodies, prosecutor's office, court, difficulties in resolving organizational issues, especially in the direction of interaction between various subjects of criminal proceedings, problems of reformatting and forming modern legal consciousness, etc.

During the conference, scientific reports were presented on such topics as: “Some Ways to Improve the Current Code of Criminal Procedure of Ukraine: Regulation of Pre-Trial Investigation”, “Features of Conducting a Scene Inspection in the Investigation of Illegal Mining”, “Evaluation of an Expert’s Conclusion in Criminal Proceedings”, “The Concept and Some Peculiarities of Applying Control over the Commission of a Crime”, “Special Criminal Procedure: Traditions and Modernity”, “Synergistic Approach in Forensic Support for the Investigation of Crimes”, “Problems of Applying the Videoconference Mode during Judicial Proceedings”, “Involvement of an Expert in Participation in Criminal Proceedings”, etc.

Based on the materials of the International Scientific and Practical Conference, a collection of abstracts of scientific reports by participants of this event was published.
