    Introducing cadets to international experience in training police officers in the field of preventing economic crimes

    Odessa State University of Internal Affairs is constantly improving approaches to providing higher education students with advanced international experience. Thus, today the Department of Cybersecurity and Information Support, with the support of the European Union Advisory Mission, included cadets in the international 4th Global Conference on Criminal Finances and Cryptocurrencies, organized by Europol, Interpol and the Basel Institute for Governance, which brought together 132 countries and 2,000 representatives of law enforcement and judicial bodies, financial intelligence units, international organizations and the private sector.

    The main goal of the event is to exchange experiences and form international solutions against the criminal use of cryptocurrencies, the practice of financial investigations and intelligence regarding virtual assets and cryptocurrencies.

    Ukraine is witnessing an increase in crimes involving virtual currencies, and this is how current and future police officers are faced with the question of finding, analyzing, and procedurally fixing cryptocurrency wallets.

    At the beginning of the event, Interpol Director for the Organization and Development of Crime Ilana de Wilde noted: “A multi-agency and interdisciplinary approach, involving both the private and public sectors, is key to combating criminal finance and the misuse of cryptocurrencies. By combining the experience and data on financial crime in the private sector with the investigative capabilities of law enforcement agencies, we can expand our collective capabilities and expand our efforts against criminal finance.”

    The following topical topics were also covered during the two days:

    • a three-dimensional approach to responding to virtual assets (VA);
    • financial crimes: tools, rules, operations;
    • the state of cryptocurrency crime in 2020: trends and investigations;
    • the latest research and case studies on cryptocrime trends shaping law enforcement and
    • compliance in 2020.

    Cadets and employees of the Department of Cybersecurity and Information Support actively participated in the event, and it is noteworthy that a year ago, police private Tetyana Bedriy took 1st place in the competition of scientific papers among higher education institutions of the Ministry of Internal Affairs with the topic of the work "Detection and fixation of cryptocurrency wallets by units of the National Police of Ukraine", which was written under the supervision of Candidate of Laws, Associate Professor Karen Ismayilov.

    The cadets were satisfied with the knowledge they gained in the field of preventing economic criminal offenses, namely the leading foreign experience of law enforcement agencies in combating the criminal use of cryptocurrencies, the practice of financial investigations and the search for virtual assets and cryptocurrencies.

    LEGAL AND ORGANIZATIONAL-TACTICAL PRINCIPLES OF OPERATIONAL AND SEARCH ACTIVITIES OF THE NATIONAL POLICE OF UKRAINE

    On October 30, 2020, the Odessa State University of Internal Affairs will host the All-Ukrainian Scientific and Practical Internet Conference “Legal and Organizational and Tactical Principles of Operational and Investigative Activities of the National Police of Ukraine”.

    Scientists, associate professors, graduate students, applicants and practicing lawyers are invited to participate in the conference.

    Areas of work of the conference:

    – Problems of the theory of operational and investigative activities of the National Police of Ukraine;

    – Areas of operational and investigative counteraction to certain types of crimes;

    – Current problems of training employees of criminal police units.

    To participate in the conference, please send to the organizing committee by October 10, 2020:

    – application for participation in the conference;

    – abstract of the report;

    – review (for persons who do not have a scientific degree).

    The conference organizing committee accepts scientific reports of up to 5 pages of text in A4 format, margins of 2 cm, Times New Roman font No. 14, line spacing of 1.5.

    The work must concern a topical theoretical problem or practical issues and be related to the conference topic. The title of the report is in capital letters in the middle of the line; below, after 1 space on the right, the author’s name, patronymic, surname, academic degree, academic title, position, place of work and information about the scientific supervisor (for persons who do not have an academic degree); then, after 1 space, the text. The list of sources used (without repetitions) is drawn up at the end of the text under the title “Literature”. In the text, the reference is indicated in square brackets with the ordinal number of the source in the list, after a comma - the page number.

    The author is obliged to check all quotes with the original sources, the editorial board does not check the factual material, only grammatical and punctuation errors are edited. The list of references is given in alphabetical order.

    Abstracts of reports must be submitted in electronic form with a file named after the author's surname in the format *.doc, *.docx.

    All materials for participation in the conference must be sent to the e-mail address of the organizing committee: ordodessa@ukr.net with the mark (to the All-Ukrainian Scientific and Practical Internet Conference "Legal and Organizational and Tactical Principles of Operational and Investigative Activities of the National Police of Ukraine").

    The organizing committee of the conference does not edit materials, but reserves the right to reject materials that do not meet the direction of the conference and the requirements for their design.

    Participation of Association members in the International Scientific and Practical Roundtable on Current Issues of Crime Detection and Solving by the National Police

    On February 19, the International Scientific and Practical Round Table "Current Issues of Detection and Solving Crimes by the National Police: Domestic and Foreign Experience" was held at the National Academy of Internal Affairs, in which members of our Association participated.

    The scientific event was also attended by a representative of the State Police of Israel, Igor Shmoysh, an advisor to the Minister of Internal Affairs on public rights, Serhiy Knyazev, heads of the departments of operational and investigative activities of the Dnipropetrovsk, Lviv, Kharkiv Universities of Internal Affairs and the Donetsk Law Institute of the Ministry of Internal Affairs of Ukraine, head of the Criminal Investigation Department of the Ministry of Internal Affairs of Ukraine, Serhiy Noskov, head of the Main Directorate of the National Police in the Kyiv region, Andriy Nebytov, heads of the criminal investigation departments of the Main Directorate of the National Police in Kyiv, Vasyl Zvarych, and Yaroslav Kolesnyk, domestic scientists, and practical workers of operational units of the National Police of Ukraine.

    Rector of the National Police of Ukraine, Volodymyr Cherney, noted in his speech that the relevance of the round table is due to the need to increase the efficiency of the National Police in detecting and solving crimes in the context of reforming state institutions, conceptual changes in the structure of law enforcement agencies and the Ministry of Internal Affairs in particular. The authoritative representation and wide geography of institutions, institutions, and organizations at the scientific meeting were made possible thanks to the active creative ties of the academy with international organizations, scientific schools, and practical units of the National Police of Ukraine, prosecutors' offices, the bar, and the judiciary, as well as expert institutions.

    The Head of the Department of Operational and Investigative Activities of the National Police of Ukraine, Serhiy Tikhonov, and representatives of higher education institutions of the Ministry of Internal Affairs of Ukraine justified the need to revise the approach to the high-quality training of cadets, future operational officers, their narrow specialization, which requires strengthening the practical component of the educational process by involving practical officers in conducting classes, introducing new and innovative methods and approaches in operational and investigative activities.

    The representative of the State Police of Israel, Igor Shmoysh, made a report on the features of the training and education of operational police officers, focusing on the regulatory framework that they are guided by in practical activities, and spoke about the structure of the criminal intelligence federal service of the State Police of Israel, which combats crime.

    The report by Serhiy Knyazev, “Prospects for introducing the institute of detectives in the context of reforming the National Police,” caused a lively discussion. The Minister's Advisor noted that the state has implemented reform measures of a legal and organizational nature, aimed at reducing the level of crime, protecting the rights and freedoms of citizens in the best traditions of the European community. To implement advanced forms and methods of work to combat crime, the Department of Criminal Analysis and the Department of Strategic Investigations have been created within the structure of the National Police, and a detective service is being consistently formed.

    In their speeches, representatives of the operational units of the National Police of Ukraine focused on the fact that in the conditions of aggravating the criminogenic situation and the reform of the Ministry of Internal Affairs in our state, the most urgent problems are the improvement of the detection and resolution of crimes by the National Police in view of the needs of operational-search and investigative practice, operational support of criminal proceedings, effective and efficient conduct of operational-search measures and covert investigative (search) actions in accordance with the updated legislation and high international standards.

    The results of the International Scientific and Practical Roundtable will become the basis for further coordination of actions of specialists, representatives of scientific institutions, educational institutions, and practical units in the analyzed area. After all, only by joining the efforts of scientists and practitioners will it be possible to implement the main strategy in combating crime.

    NEW EDITION OF MEMBERS OF THE ASSOCIATION FOR OPERATIONAL AND SEARCH ACTIVITIES

    Training of employees of operational units of the National Police is one of the main tasks of higher education institutions with specific training conditions of the Ministry of Internal Affairs of Ukraine. The academic discipline “Fundamentals of Operational and Investigative Activities” is one of the professional disciplines on which the practical activities of future employees of operational units of the National Police of Ukraine are actually based. In order to ensure the educational process, members of the Association - the scientific and pedagogical staff of the Department of Operational and Investigative Activities of the Faculty of Training of Specialists for Criminal Police Units of the ODUVS have prepared a new edition:

    Fundamentals of Operational and Investigative Activities in Ukraine: a manual / V.V. Abroskin, S.V. Albul, S.O. Yegorov, E.V. Polyakov, I.L. Fornalchuk, T.G. Shchurat; General editor. V.V. Abroskina. Odesa: ODUVS, 2020. 198 p.

    The subject of the manual corresponds to the program of the academic discipline “Fundamentals of Operational and Investigative Activities”. The manual considers issues related to the historical aspects of the formation of operational and investigative activities; the concept, tasks, legal basis and principles of operational and investigative activities; the system of units that have the right to carry out operational and investigative activities; the rights and obligations of such units; the grounds and terms of conducting operational and investigative activities; directions for using the results of operational and investigative activities in accordance with the current legislation of Ukraine.

    The manual will be useful for employees of practical units of the National Police of Ukraine, as well as teachers and higher education students.

    The current state and prospects for the development of criminal analysis were discussed in Odessa

    Today, November 22, the International Conference "Criminal Analysis: Current State and Development Prospects" was held at the Odessa State University of Internal Affairs.

    The scientific event was opened by the rector of the university, Vyacheslav Abroskin, who noted that, taking into account the importance of criminal analysis for the management and operational-service activities of the bodies and units of the National Police, within the framework of the implementation of the Strategy for the Development of Bodies of the Ministry of Internal Affairs of Ukraine, a research laboratory on problematic issues of criminal analysis was formed at the university in 2017. In addition, the university has a priority profile for providing education in criminal analysis.

    "For me personally, the topic of criminal analysis is also not foreign, because, while serving as the First Deputy Head of the National Police of Ukraine, I was one of the initiators of the introduction of criminal analysis into the law enforcement system of Ukraine. Therefore, I am confident that the ideas and recommendations discussed and proposed as a result of our conference will contribute to the further development of criminal analysis in Ukraine and to the improvement of the mechanism for using criminal analysis methods in the fight against crime," added Vyacheslav Abroskin.

    The international conference was attended by the Deputy Director of the State Scientific Research Institute of the Ministry of Internal Affairs of Ukraine, Doctor of Law, Professor, Honored Worker of Science and Technology of Ukraine Oleksandr Korystin, Head of the Criminal Analysis Department of the National Police, Police Lieutenant Colonel Denis Peftiev, Head of the 3rd Department of the Criminal Analysis Department of the National Police, Yevheniy Panchenko, Heads of Criminal Analysis Units of the Main Police Department in the regions, and representatives of all departmental higher education institutions.

    Representatives of the European Union Advisory Mission also joined the discussion of the event's topics and the presentation of international experience on the above issues, namely: Senior Advisor on Organized Crime Investigation Palo Mart, Leading Expert on Organized Crime Investigation Bohdan Denysenko, Senior Advisor on General Law Enforcement Activities of the EUAM in Odessa Georgios Pokas, Advisor/Trainer on Police-Community Interaction Anne Pedersen, and Advisor/Trainer on Criminal Investigations Heike Kottmann.

    "Criminal analysis is an important part of our work, because it is also law enforcement activity based on criminal analysis. Therefore, we have some projects through which we support the development of criminal analysis," said Palo Mart, Senior Advisor for Organized Crime Investigation, at the beginning of the meeting.

    During the event, the Senior Adviser on General Law Enforcement Activities of the EUAM in Odessa, Georgios Pokas, presented how the Criminal Analysis Unit works in Greece. “The International Association of Criminal Analysis Workers distinguishes between crime analysis and criminal analysis, because if we analyze a criminal, it narrows the scope of activities,” the foreign specialist noted.

    Georgios Pokas spoke about the structure of the police in Greece and the place within it of the Criminal Analysis Department, established in 2014. He noted that the central department specializes only in strategic analysis, while all other types of analysis are carried out by 14 departments subordinate to it, carrying out tactical and operational criminal analyses within the framework of the investigation.

    In turn, the head of the Criminal Analysis Department of the National Police, Police Lieutenant Colonel Denys Peftiev, in his report, focused on the results of the practical work of criminal analysis units throughout Ukraine during the existence of the Criminal Analysis Department, the development of criminal analysis units, regulatory and methodological work, and international projects.

    "With our dedication, perseverance and determination, we have proven that criminal analysis has a future, because the work of each criminal analysis employee is effective and really affects the disclosure of a criminal offense. During the existence of the unit, we have seen a transition from proactive analysis to processing requests, that is, practical workers: investigators, operatives have seen the result and are increasingly requesting such analysis," the head of the Department emphasized.

    "Forensic analysis is not about technology, not about software - it's about people, so without qualified personnel, a criminal analyst who understands what to do and how to interpret information, it is impossible to achieve positive results," added Denis Peftiev.

    Deputy Director of the State Research Institute of the Ministry of Internal Affairs of Ukraine Oleksandr Korystin shared his thoughts on the implementation of the ILP model at the strategic level, focusing on strategic analysis of countering hybrid threats in the field of civil security in Ukraine.

    Therefore, as part of today's event, scientists exchanged views on practical experience in the application of criminal analysis in the countries of the European Union, methodological principles of the application of criminal analysis, and general features of the use of criminal analysis in combating crime in Ukraine.

    Participation of association members in the OSCE seminar on the implementation of the ILP model in police activities

    On December 12-13, 2019, on the instructions of the head of the Odessa State University of Internal Affairs and the Department of International Cooperation and European Integration of the Ministry of Internal Affairs of Ukraine, the head of the Department of Cybersecurity and Information Support Karen Ismaylov participated in a regional seminar on the topic "Application of proactive, based on operational data and information approaches, in the criminal prosecution of transnational organized criminal groups."

    The seminar was organized by the Strategic Policing Division of the Transnational Threats Countermeasures Department of the OSCE Secretariat within the framework of the OSCE extrabudgetary project "OSCE Guidance on Intelligence-Based Policing; Regional Training Seminars for Law Enforcement Leaders."

    The event was opened by Deputy Minister of Internal Affairs of Ukraine Tetyana Kovalchuk, who noted the relevance of the event and the strengthening of the role of interstate relations in the law enforcement sphere, especially in the information and analytical sphere. Very interesting were the speeches of Jeremiah Girona (US Federal Bureau of Investigation) on the topic "A proactive approach based on operational data and information in the prosecution of transnational organized crime groups: the experience of the US" and Giuseppe Giliberti (Italian State Operative Service), who shared with those present the experience of applying the ILP model in Italy, as well as the report of Marta Palo and Bohdana Denisenko (EU Advisory Mission to Ukraine) on the implementation of the analytics-driven policing model in Ukraine.

    The event served as a platform for information exchange to enhance regional cooperation between law enforcement agencies from the Baltic region, Eastern Europe and the South Caucasus. The seminar also discussed the application and effectiveness of proactive and intelligence-based approaches to combating transnational organized crime groups.

    It is important to note the importance of involving the educational community in such events as an effective tool for disseminating information (experience) from different countries into the training process of future police officers.

    MEMBERS OF THE ASSOCIATION CONDUCTED A POLICE QUEST ON OPERATIONAL AND SEARCH ACTIVITIES

    The acquisition by cadets of higher education institutions with specific training conditions that train police officers of practical skills in operational and investigative activities is a guarantee of professional training of future police officers.

    It is for this purpose that the scientific and pedagogical staff of the Department of Operational and Investigative Activities of the Faculty of Training of Specialists for Criminal Police Units organized and conducted a police quest for cadets of the Odessa State University of Internal Affairs in the academic discipline “Operational and Investigative Activities”. The classes were conducted by the Deputy Chairman of the Association, Candidate of Law, Associate Professor Serhiy Albul, as well as members of the Association - Head of the Department of ORD of the ODUVS Serhiy Yegorov and lecturer of the department Ihor Fornalchuk. During the classes, cadets in small groups on a conditional territory solved specific practical tasks related to obtaining information, establishing the location of supposedly stolen items, establishing contact with various individuals, identifying individuals by signs, using technical means, etc.

    After completing the first stage of the quest, the cadets had to formalize the results obtained in the form of official documents.

    At the end of the class, there was a joint discussion of the process of completing and the results of the quest.

    The international (Polish-Ukrainian) publishing house "Liha-Pres" has published a collective monograph in English "Legal scholarly discussions in the XXI century", which is dedicated to modern trends in legal science.

    The publishing house "Liha-Pres" belongs to the category of the classification "Research School for Socio-Economic and Natural Sciences of the Environment" (SENSE).

    According to the official comment of the Ministry of Education and Science of Ukraine, published monographs or sections of monographs in publishing houses according to the SENSE classification are quantitatively equal to articles published in publications included in Scopus or Web of Science.

    NEW EDITION FOR FUTURE POLICE OFFICERS

    The Department of Operational and Investigative Activities of the Faculty of Training of Specialists for Criminal Police Units of the State Department of Internal Affairs of Ukraine, together with the All-Ukrainian Association of Scientists and Specialists in the Field of Operational and Investigative Activities, has prepared a new publication for future police officers.

    Training of employees of operational units of the National Police is one of the main tasks of higher education institutions with specific training conditions of the Ministry of Internal Affairs of Ukraine, which train police officers. For graduates of educational institutions of the Ministry of Internal Affairs of Ukraine, which train police officers, the academic discipline "Operational and investigative activities" is one of the professional disciplines on which the practical activities of future employees of operational units of the National Police of Ukraine are actually based.

    To help future police officers acquire practical skills, the Department of Operational and Investigative Activities of the Faculty of Training of Specialists for Criminal Police Units of the ODUVS, together with the All-Ukrainian Association of Scientists and Specialists in the Field of Operational and Investigative Activities, has prepared a new publication:

    Investigative Affairs (Series: Theory and Practice of ORD): Practical Guide / S. V. Albul, T. G. Shchurat. Odesa: Publisher Bukayev Vadim Viktorovych, 2019. 30 p.

    The main goal in developing the practical guide was to make it convenient for cadets of higher education institutions of the Ministry of Internal Affairs of Ukraine to master practical skills while studying the academic discipline "Operational and Investigative Activities".

    The work was carried out in accordance with the List of priority areas of scientific support for the activities of the internal affairs bodies of Ukraine for the period 2015-2019, approved by the Order of the Ministry of Internal Affairs of Ukraine dated March 16, 2015 No. 275, the topics of scientific research of the Odessa State University of Internal Affairs - "Priority areas of development and reform of law enforcement agencies in the context of the deployment of democratic processes in the state", the topics of scientific work of the Department of Operational and Investigative Activities of the Faculty of Training of Specialists for Criminal Police Units of the State University of Internal Affairs "Legal and Organizational and Tactical Principles of Operational and Investigative Activities of the National Police of Ukraine".
