
Participation of association members in the OSCE seminar on the implementation of the ILP model in police activities
On December 12-13, 2019, on the instructions of the head of the Odessa State University of Internal Affairs and the Department of International Cooperation and European Integration of the Ministry of Internal Affairs of Ukraine, the head of the Department of Cybersecurity and Information Support Karen Ismaylov participated in a regional seminar on the topic "Application of proactive, based on operational data and information approaches, in the criminal prosecution of transnational organized criminal groups."

The seminar was organized by the Strategic Policing Division of the Transnational Threats Countermeasures Department of the OSCE Secretariat within the framework of the OSCE extrabudgetary project "OSCE Guidance on Intelligence-Based Policing; Regional Training Seminars for Law Enforcement Leaders."
The event was opened by Deputy Minister of Internal Affairs of Ukraine Tetyana Kovalchuk, who noted the relevance of the event and the strengthening of the role of interstate relations in the law enforcement sphere, especially in the information and analytical sphere. Very interesting were the speeches of Jeremiah Girona (US Federal Bureau of Investigation) on the topic "A proactive approach based on operational data and information in the prosecution of transnational organized crime groups: the experience of the US" and Giuseppe Giliberti (Italian State Operative Service), who shared with those present the experience of applying the ILP model in Italy, as well as the report of Marta Palo and Bohdana Denisenko (EU Advisory Mission to Ukraine) on the implementation of the analytics-driven policing model in Ukraine.


The event served as a platform for information exchange to enhance regional cooperation between law enforcement agencies from the Baltic region, Eastern Europe and the South Caucasus. The seminar also discussed the application and effectiveness of proactive and intelligence-based approaches to combating transnational organized crime groups.
It is important to note the importance of involving the educational community in such events as an effective tool for disseminating information (experience) from different countries into the training process of future police officers.
