The current state and prospects for the development of criminal analysis were discussed in Odessa

Today, November 22, the International Conference "Criminal Analysis: Current State and Development Prospects" was held at the Odessa State University of Internal Affairs.

The scientific event was opened by the rector of the university, Vyacheslav Abroskin, who noted that, taking into account the importance of criminal analysis for the management and operational-service activities of the bodies and units of the National Police, within the framework of the implementation of the Strategy for the Development of Bodies of the Ministry of Internal Affairs of Ukraine, a research laboratory on problematic issues of criminal analysis was formed at the university in 2017. In addition, the university has a priority profile for providing education in criminal analysis.

"For me personally, the topic of criminal analysis is also not foreign, because, while serving as the First Deputy Head of the National Police of Ukraine, I was one of the initiators of the introduction of criminal analysis into the law enforcement system of Ukraine. Therefore, I am confident that the ideas and recommendations discussed and proposed as a result of our conference will contribute to the further development of criminal analysis in Ukraine and to the improvement of the mechanism for using criminal analysis methods in the fight against crime," added Vyacheslav Abroskin.

The international conference was attended by the Deputy Director of the State Scientific Research Institute of the Ministry of Internal Affairs of Ukraine, Doctor of Law, Professor, Honored Worker of Science and Technology of Ukraine Oleksandr Korystin, Head of the Criminal Analysis Department of the National Police, Police Lieutenant Colonel Denis Peftiev, Head of the 3rd Department of the Criminal Analysis Department of the National Police, Yevheniy Panchenko, Heads of Criminal Analysis Units of the Main Police Department in the regions, and representatives of all departmental higher education institutions.

Representatives of the European Union Advisory Mission also joined the discussion of the event's topics and the presentation of international experience on the above issues, namely: Senior Advisor on Organized Crime Investigation Palo Mart, Leading Expert on Organized Crime Investigation Bohdan Denysenko, Senior Advisor on General Law Enforcement Activities of the EUAM in Odessa Georgios Pokas, Advisor/Trainer on Police-Community Interaction Anne Pedersen, and Advisor/Trainer on Criminal Investigations Heike Kottmann.

"Criminal analysis is an important part of our work, because it is also law enforcement activity based on criminal analysis. Therefore, we have some projects through which we support the development of criminal analysis," said Palo Mart, Senior Advisor for Organized Crime Investigation, at the beginning of the meeting.

During the event, the Senior Adviser on General Law Enforcement Activities of the EUAM in Odessa, Georgios Pokas, presented how the Criminal Analysis Unit works in Greece. “The International Association of Criminal Analysis Workers distinguishes between crime analysis and criminal analysis, because if we analyze a criminal, it narrows the scope of activities,” the foreign specialist noted.

Georgios Pokas spoke about the structure of the police in Greece and the place within it of the Criminal Analysis Department, established in 2014. He noted that the central department specializes only in strategic analysis, while all other types of analysis are carried out by 14 departments subordinate to it, carrying out tactical and operational criminal analyses within the framework of the investigation.

In turn, the head of the Criminal Analysis Department of the National Police, Police Lieutenant Colonel Denys Peftiev, in his report, focused on the results of the practical work of criminal analysis units throughout Ukraine during the existence of the Criminal Analysis Department, the development of criminal analysis units, regulatory and methodological work, and international projects.

"With our dedication, perseverance and determination, we have proven that criminal analysis has a future, because the work of each criminal analysis employee is effective and really affects the disclosure of a criminal offense. During the existence of the unit, we have seen a transition from proactive analysis to processing requests, that is, practical workers: investigators, operatives have seen the result and are increasingly requesting such analysis," the head of the Department emphasized.

"Forensic analysis is not about technology, not about software - it's about people, so without qualified personnel, a criminal analyst who understands what to do and how to interpret information, it is impossible to achieve positive results," added Denis Peftiev.

Deputy Director of the State Research Institute of the Ministry of Internal Affairs of Ukraine Oleksandr Korystin shared his thoughts on the implementation of the ILP model at the strategic level, focusing on strategic analysis of countering hybrid threats in the field of civil security in Ukraine.

Therefore, as part of today's event, scientists exchanged views on practical experience in the application of criminal analysis in the countries of the European Union, methodological principles of the application of criminal analysis, and general features of the use of criminal analysis in combating crime in Ukraine.
