INFORMATION about the holding of the All-Ukrainian Scientific and Practical Conference “Operational and Investigative Activities of the National Police: Problems of Theory and Practice” at the Dnipropetrovsk State University of Internal Affairs

In order to consolidate the efforts of scientists and practitioners aimed at combating crime by means of operational and investigative activities, to implement the results of scientific and research work of the Dnipropetrovsk State University of Internal Affairs into the practical activities of the National Police of Ukraine and into the educational process of the university, on October 20, 2017, the All-Ukrainian Scientific and Practical Conference “Operational and Investigative Activities of the National Police: Problems of Theory and Practice” was held, organized by the Department of Operational and Investigative Activities and Special Techniques of the Faculty of Training of Specialists for Criminal Police Units. The co-organizer of the conference was the Criminal Investigation Department of the National Police of Ukraine.

The purpose of the conference was to find ways to improve the operational and investigative activities of the National Police and combat crime by operational and investigative means.

The conference was attended by 86 law enforcement officers and court officials, research and higher educational institutions of the Ministry of Education and Science of Ukraine, the Ministry of Internal Affairs of Ukraine, the State Border Guard Service of Ukraine, including one representative of the Constitutional Court of Ukraine; 2 representatives of the Interdepartmental Research Center for Combating Organized Crime under the National Security and Defense Council of Ukraine; 28 practitioners of the National Police of Ukraine, the Security Service of Ukraine, the National Anti-Corruption Bureau of Ukraine, the State Border Guard Service of Ukraine, and 55 researchers and academics from the National Academy of the Prosecutor's Office of Ukraine, the National Academy of the State Border Guard Service of Ukraine named after B. Khmelnytsky, the University of Customs and Finance, the National Academy of Internal Affairs, Kharkiv National University of Internal Affairs, Lviv State University of Internal Affairs, Odessa State University of Internal Affairs, Dnipropetrovsk State University of Internal Affairs, etc.

The conference organizing committee received 57 abstracts of reports that were published in collections of open and closed press.

During the conference, the following issues were considered: 1) modern problems of the theory of operational and investigative activities; 2) observance of human rights during operational and investigative activities and the implementation of covert investigative (search) actions; 3) organization of the work of criminal police units; 4) legal and informational and analytical support for operational and investigative activities of the National Police; 5) current problems of conducting operational and technical measures and the use of special equipment during operational and investigative counteraction to crimes; 6) operational and investigative counteraction to certain types of crimes; 7) interaction of operational units with other police units and law enforcement agencies during the counteraction to crimes; 8) current problems of conducting covert investigative (search) actions.

The conference concluded with the adoption by the participants of the Recommendations of the All-Ukrainian Scientific and Practical Conference "Operational and Investigative Activities of the National Police Bodies: Problems of Theory and Practice", in which, based on the results of the conference, a number of important proposals were identified for improving the activities of the National Police of Ukraine and current regulatory legal acts aimed at combating crime.
