«UKRAINIAN ASSOCIATION OF SCHOLARS AND EXPERTS IN THE FIELD

OF CRIMINAL INTELLIGENCE»

The public organization «UKRAINIAN ASSOCIATION OF SCHOLARS AND EXPERTS IN THE FIELD OF CRIMINAL INTELLIGENCE» was founded in April 2015 in Odessa as a voluntary community of leading scholars and practitioners engaged in sphere of criminal intelligence. The total number of members of the Association as of mid-2018 is 427 people.

A public organization is created and operates on the basis of voluntary, equal rights of its members, self-government, legality and publicity. A public organization is intended to ensure consolidation, understanding and cooperation in order to promote the development of knowledge in the field of criminal intelligence, the use of scientific achievements in the process of conducting operational search activities units identified in Art. 5 of the Law of Ukraine «On Operational Investigative Activity» and protection of the rights, freedoms and interests of citizens.

The Association’s activities are based on the principles of the rule of law, legality, independence, equal rights of members, voluntariness, publicity, democracy, self-government, openness, economic independence.

The Association interacts with government bodies, academic institutions, educational institutions, other non-governmental organizations, including international and individual citizens.

The purpose of the Association’s activities is to promote development of the Ukrainian legal system, to develop the theory of operational and investigative activities, to improve the legislation and enforcement in this area, to raise the level of citizens’ legal awareness, to support scientists and specialists in the sphere of criminal intelligence, to unite academics and specialists, which carry out their activity in the field of criminal intelligence, facilitate the implementation of their recommendations in the practice of lawmaking activities and activities of operational units of law enforcement agencies.

The tasks of the Association are:

— scientific enrichment of the theory of criminal intelligence and the introduction of results into practical activities;

— a systematic and skilled approach to the study of foreign experience in the field of operational and investigative activities, criminal intelligence, the latest methods of counteracting crime, etc .;

— assistance in carrying out the reform of law enforcement agencies and other measures aimed at improving the law enforcement system in Ukraine;

— Facilitating the coordination of research and teaching and methodological activities in the sphere of criminal intelligence, exchange of experience on these issues;

— stimulation of research in the sphere of operative and investigative activity, first of all, necessary for solving problems of practical activities of operational units of law enforcement agencies of Ukraine;

— maintenance and development of domestic traditions and schools in the theory of operative-search activity;

— assistance to the work of law enforcement agencies in the development of legislation in the field of operational and investigative activities;

— organizing and conducting conferences, seminars and trainings for practitioners of law enforcement agencies with the participation of experts and specialists, including foreign ones;

— promotion of harmonization of Ukrainian legislation with the legislation of the European Union and improvement of Ukrainian legislation in the field of operative-search activity on the basis of positive experience of foreign countries;

— promotion of the qualification of scientists and specialists in the field of criminal intelligence;

— support of scientific institutions and analytical centers dealing with criminal intelligence.
